Free Electricity — 150 Units/Month
Cabinet approved the implementation framework for the Indira Guarantee of free electricity up to 150 units per month for domestic consumers. KSEB directed to commence the scheme within 30 days.
Decision 02
Welfare Pension Raised to ₹2,000/Month
Monthly welfare pension for elderly, differently-abled and widow beneficiaries increased from ₹1,600 to ₹2,000. Arrears to be cleared within 60 days. Social Justice Department tasked with implementation.
Decision 03
CM Relief Fund — ₹500 Crore Emergency Corpus
A dedicated ₹500 crore CM Relief Fund corpus activated for disaster response, medical emergencies and flood rehabilitation — with Wayanad landslide survivors as immediate beneficiaries.
Decision 04
Free LPG Cylinders for BPL Families
Three free LPG cylinders per year for all Below Poverty Line households in Kerala, in line with the Indira Guarantee. Food & Civil Supplies Department to finalise beneficiary list within 45 days.

Women's Safety Task Force Constituted
A dedicated Women's Safety Task Force headed by an IG-rank officer constituted under the Home Department. Fast-track courts for crimes against women to be operationalised in all 14 districts.

Agricultural Debt Relief — ₹2,000 Crore Package
A ₹2,000 crore debt relief package for distressed farmers announced. One-time settlement scheme for loans overdue over 3 years; Agriculture Department to publish guidelines within 30 days.

Kerala MSME Revival Mission Launched
Mission to create 10,000 high-revenue MSMEs and 2 lakh new jobs formally launched. Industries Department directed to set up a Job Watch Tower and align higher-education curriculum with industry needs.

Smart Ration Card & Food Security Upgrade
Cabinet approved digitisation of all ration cards under a Smart Ration Card system. Free rice entitlement for priority households increased by 2 kg/month. Scheme to roll out within 90 days.
Decision 09
Nava Aashraya Housing Mission — Phase I Targets
Phase I targets set for the 5-lakh homes in 5 years Nava Aashraya scheme: 50,000 houses to be sanctioned in Year 1. Priority given to landless SC/ST households and Wayanad landslide survivors.

CM V. D. Satheesan addressed the press after the meeting: "Every decision taken today directly fulfils the promises we made to the people of Kerala. The Indira Guarantees are not merely electoral pledges — they are a constitutional commitment. We have begun work on day one, and we will not rest until every guarantee is delivered to the last beneficiary."
